in business- Clunker funded! But Subaru inventory is low
needs more gas than you like (and gas prices are going up). is a bit of an eyesore (would the neighbors clap if it was gone) ? Sounds like you may have a Clunker... Why not get a new Subaru

8/14 incoming cars
with a VIN on an incoming, scheduled new car and correct paperwork, a dealer
can apply for the Clunker rebate before the new car arrives.
8/6 Back in business-
Clunker funded! Subaru inventory is very low. The Senate passed
the $2B funding bill and dealars are once again accepting deals. Subaru
inventory is extremely low and there's a lot of pent-up demand, so if there's
a car you want, don't heistate.
8/4 Senate vote expected
Thursday or Friday (before the recess) though some of the loudest opponents
of the clunker legislation, such as Sen. John McCain (R-Ariz.), have said
they will vote against the bill, but not stop a vote.
8/3 The Administration is
pressing the Senate to allocate $2B more for the Clunker program, Republicans
are trying to derail it.
7/31 House approves $2B.
Now to the Senate...

the sucess of the program has created a huge back-log of paperwork
and there are questions about how much longer it will go but it will run
through this weekend at least as Congress decides to set aside more funds
for the program

Assistance Recycle and Save Act of 2009. On 6/18/09 the Senate passed the
$1billion bill, now waiting for the President to sign.
Car buyers can get a $3,500
or $4,500 voucher for trading in an old, inefficient vehicle for a new,
more-efficient one between July 1 and November 1, 2009.

President Obama signs the bill and it's going to happen. Now officially
called the Car Allowance Rebate System (C.A.R.S.) we call “Cash for Clunkers".
Will New Subarus qualify?
Yes yes yes new Subarus
will qualify. All rebates and financing from Subaru still apply too!
The Forester, Outback, and
Tribeca are Category 1 SUVs, the Impreza and Legacy are Passenger Vehicles:
Used Subarus qualify? No, this for new cars only - never titled or licensed.
When will it start?
July 24th when all
systems are in place.
What's a Clunker?
Any car, SUV or truck that
gets bad gas economy (and isn't worth much).
To qualify as a Clunker
the car must be 1. driveable; 2. insured and
registered in the owner's name for the previous year; 3.
get
a combined MPG of 18 or less
What is the Combined EPA
rating?
It is a combination of the
normal city/highway EPA estimates. On new cars this estimate is on the
factory window sticker.
The Combined EPA rating
is based on 55% city driving and 45% highway driving.
How much money will I
get?
Either $3500 or $4500
Voucher amounts
are $3500 or $4500 based on the difference, on the improvement, between
your clunker's Combined MPG and the new Subaru's Combined MPG.
It's easy to figure out:
New passenger cars
need an EPA combined 22mpg rating, SUVs and light trucks a combined 18mpg
rating.
All Subarus qualify. The
Forester, Outback, and Tribeca are Category 1 SUVs, the Impreza and Legacy
are Passenger cars

What do I do?
You need to pick out a new
Subaru. That's all.
The dealer will arrange
for and deduct the voucher amount from your purchase price and take care
of the paperwork for you.
What do I need?
You need to drive your Clunker
to the dealer.
> Driver license
> Car registration in your
name, for the full 12 months prior to purchase (so you might have to have
the previous year also.
> Car Title in your name
> Insurance card
> Proof of Insurance for
the past year. If your insurance card doesn't indicate a policy for the
full previous 12 months, call your insurance people and request a letter
stating you've had insurance on the Clunker for the past year.
Do I pay sales tax?
Yes, you pay your normal
applicable state sales taxes. Contact your local dealer
who will know how it works.
In Washington State, the
voucher is considered a rebate
How do I find the EPA
Combined ratings?
Start
Here to compare your clunker's MPG to the car you want to
purchase for the Voucher amount
How long do I have?
Through 11/1/09 unless
it runs out of money. It could always be extended, that's up to Congress.
What happens when the
money runs out?
Congress allocated $1B or
about 250,000 new cars. When the money is gone, the proghram is over
(unless they set up more money) has been refunded
with more money
How do I pay
The Voucher is requested
by the dealer and amount is credited at time purchase, subtracted from
the total price just like any trade-in or cash down payment.
The government sends the
Voucher directly to the dealer so you don't have to do anything.
Financing available?
You can finance, pay cash or lease the new Subaru, normal payment options
are all available.
Rebates and special
finance rates are all available (click for my page on NW area rebates).
The lease period is required
to be at least five years so most people will buy.
Can I still get a deal
on the car? What about Rebates?
Yes, make your BEST deal.
Tthe Cash for Clunkers program doesn't affect your ability to negotiate
a discount. All applicable manufacturer rebates and finance still apply
What happens to my Clunker?
Take one last photo and
say good-bye to your old friend because it goes to the scrap heap, to the
wrecking yard, to where all Clunkers must go eventually. It will
not be resold. The engine will be made inoperable before it is taken to
the wrecking yard and dismantled for parts or if it's a really a crushed.
A 3000 pound car might be worth app $200 value scrap.
